Is it possible to use the game engine to create games, Instead of using Crisis's game disc?

The CryENGINE Free SDK is designed exactly for this purpose.

You dont need it...with the Crysis wars demo and its mod sdk, you can create a full conversion...A game from scratch...for free, of course...

You can, if with login. Regardless, it is better to develop with ce3 sdk to begin with, if a standalone game is what is intended, licensing/options and information will probably be around sometime soon, so the login issue would unlilely be irrelevant by tje time of any of any release of a game.
