It is a chameleon effect but it is not the old version. The old version is in there btw as part of the cloth shader but it's hard to get it to return any useful colors.
In fact, I suspect that the chameleon effect screenshot was somewhat staged, in that whoever took the shot had to position himself just right until it matched the surrounding environment.
When I was playing with it, typically what would happen is that it would return weird colors like solid blue or purple, or ranging from yellow to green to blue.
If you want to see what it looks like, just go edit normal nanosuit texture (and also the arms texture under weapons) in the sandbox material editor. One of the shader param generators has an option to enable chameleon. Then just go to game mode. From what I can tell it was supposed to use the probe or socom environment map tinted by the surrounding colors. Or something.
Anyway it was buggy so I ended up making my own chameleon effect.
