Looks pretty cool, though the flying thing looks distinctly un-aerodynamic.

I think it looks nice.
Maybe you should work a little more on those spaceships. Make them look more unique.

Thankss. And yeah, the spaceships were kinda an afterthought i'll admit. It took me about 3 hours to get everything right and then another 2 hours to render with 64X AA

As Zippy24 said, the water seems a bit strange. The waves are to big, so they make the whole city look like a miniature.

Looks really nice, but you should rework the spaceships, they're looking quite boxy and as Ruan said, not so aerodynamic :)

edit:

Forgot to ask, this is based upon the Atlantis city from Stargate Atlantis, right?

It's not based on anything, I took a concept that I found from the internet then recreated it and applied it to a new setting.
