I really don't wanna buy flash to make menus, or learn C# on top of C++.

Then use FlashDevelop. C# is not needed.

I Learning the CE C++ code.

the render interface is acces by
IRenderer* pRenderer = gEnv->pRenderer;

see Game.cpp main loop

Should be fairly easy for a C++ programmer to place a bitmap at X / Y, then create a simple backend to drive it all.
